Luis Toro is a Senior Assistant City Attorney for Boulder, Colorado, where he handles the city’s civil litigation. He was the Executive Director of Colorado Ethics Watch, a nonprofit watchdog group focused on government ethics and money in politics. He is a recognized expert on Colorado state and local government law. A Colorado attorney for 26 years, Toro has tried high-profile cases in district court, before the state Independent Ethics Commission and administrative law judges, and he has argued appeals before the Colorado Court of Appeals, Colorado Supreme Court, and Tenth Circuit Court of Appeals.
